An accountability, not just a role
The Product Owner is accountable for maximizing the value of the product resulting from the work of the Scrum Team. How this is done exactly may vary widely across organizations, Scrum Teams, and individuals, but this underlying accountability remains constant: the Product Owner, and only the Product Owner, carries the vision of what must be built and why.
The Product Owner is also accountable for effective Product Backlog management, which includes developing and explicitly communicating the Product Goal, creating and clearly communicating Product Backlog items, ordering Product Backlog items, and ensuring that the Product Backlog is transparent, visible, and understood.
One voice, a shared decision
For Product Owners to succeed, the entire organization must respect their decisions. These decisions are visible in the content and ordering of the Product Backlog, and through the Increment delivered at each Sprint Review. The Product Owner may be influenced by many stakeholders, but remains the one person ultimately accountable for the product's priorities.
This does not mean the Product Owner works alone in an ivory tower: on the contrary, they collaborate closely with the Developers to refine Product Backlog items, and with stakeholders to gather their needs and feedback. But the final call on priorities belongs to them.
Maximizing value: an exercise in economic prioritization
Maximizing value is not simply about delivering as many features as possible. It's about making economic choices: which features bring the most value for the least effort, which assumptions need to be validated first, and which risks need to be reduced as early as possible.
A good Product Owner uses value-based prioritization techniques, such as ranking by business value, cost of delay, or lighter-weight approaches like MoSCoW, to order the Product Backlog rationally rather than based on whoever asked the loudest.
The Product Goal, a beacon for the long term
The Product Goal describes a future state of the product that can serve as a target for the Scrum Team to plan against. The Product Owner proposes this Product Goal, but it must be understood and accepted by the whole Scrum Team, as well as by stakeholders.
It gives meaning to the work carried out Sprint after Sprint, connecting each Increment to a broader vision. Without a clear Product Goal, the Product Backlog risks becoming a mere list of unprioritized requests with no coherent direction.
Product Owner vs Product Manager: what's the difference?
In many organizations, the terms Product Owner and Product Manager are used interchangeably, but they often cover different scopes. The Product Owner, as defined by Scrum, focuses on managing the Product Backlog of a single Scrum Team. The Product Manager, particularly in SAFe vocabulary, manages a broader product vision, often across multiple teams, and prioritizes a Program Backlog at the Agile Release Train level.
Understanding these nuances is essential for choosing the certification best suited to your context: PSPO for a role centered on a single Scrum Team, or a SAFe POPM certification for a role at the program scale.
